About the project

Commencing operations in Q4 2022, the Integrated Government Service Center in Aswan is a pilot initiative between the Egyptian and UAE Governments to house joint public services and enhance government customer service experience.

JLL was appointed by UAE’s Prime Minister’s office, Ministry of Cabinet Affairs and The Future to deliver the new 4,000sqm establishment. Our role included workplace strategy and design, project management and cost management services from project inception to planning, construction, fit-out and handover.

Challenges

Delivering the project during a global pandemic was incredibly demanding. Lockdowns, curfews, travel restrictions, and border closures led to construction site shutdowns, work restrictions, labour shortages and supply chain disruptions that caused procurement delays and drastic changes in material cost.

Adding to the complexity of the project was the design of the building. It needed to reflect the aesthetics of the local culture and incorporate modern designs with the latest technology and functional spaces that met the different requirements of various stakeholders from both governmental entities.

Our solutions and value add

Drawing from our extensive delivery expertise, we collaborated closely with the client, stakeholders and project team to mitigate risks and overcome numerous challenges.

We remained agile and outcome-focused throughout the project life cycle, keeping a close watch on the global market. Potential risks and alternative material sources were identified from the project's onset, while extensive project monitoring and value engineering were applied throughout.

As part of our strategy, the project was also fast-tracked, delivering several phases simultaneously to keep the delivery of the project on time, on budget, and to the required quality.
